Dr. Ahmet Sancak \u015eanl\u0131 taraf\u0131ndan yap\u0131lan sunumda a\u015fa\u011f\u0131da ana ba\u015fl\u0131klar halinde verilen konular \u00e7al\u0131\u015ftay karar metnine dahil edildi.<\/p>\n\n\n\n<p>Konu edilen ana konu ba\u015fl\u0131klar\u0131:<\/p>\n\n\n\n<p>1)  Bak\u0131m personelimizin g\u00f6rev ve sorumluluklar\u0131n\u0131 belirleyen mevzuat\u0131n g\u00fcncellenmesi, personelimiz i\u00e7in gerekli olan kanuni z\u0131rh\u0131n sa\u011flanmas\u0131,  \u00f6zellikle 105 No&#8217;lu Genel Emrin en k\u0131sa zamanda aleyhte dok\u00fcmantasyon yaratmayacak \u015fekilde g\u00fcncellemesi, \u00f6zellikle olumsuz hava ko\u015fullar\u0131nda hangi ihbar seviyesinde hangi i\u015flemin yap\u0131laca\u011f\u0131 husususun genel emire ba\u011flanarak bak\u0131m birimlerine emirlenmesinin sa\u011flanmas\u0131, bak\u0131m birimlerinde g\u00f6rev tan\u0131m\u0131 olmayan personel b\u0131rak\u0131lmamas\u0131,<\/p>\n\n\n\n<p>2) 7\/24 saat faal g\u00f6revli i\u015fyeri amiri ve acil durum y\u00f6neticisi olan bak\u0131m personelimizin, bu g\u00f6revleri kar\u015f\u0131l\u0131\u011f\u0131nda ek \u00f6deme almas\u0131. \u00d6rn. Acil Durum Y\u00f6neticilik Tazminat\u0131 vb. Vardiyal\u0131 sisteme ge\u00e7i\u015f se\u00e7ene\u011finin de\u011ferlendirilmesi,<\/p>\n\n\n\n<p>3) Demiryolu hatt\u0131nda ya\u015fanacak her olaydan sonra,  her an maddi yapt\u0131r\u0131m ile kar\u015f\u0131la\u015fma olas\u0131l\u0131\u011f\u0131 bulunan personelimize mesleki sigorta sa\u011flanarak madden korunmalar\u0131n\u0131n sa\u011flanmas\u0131,<\/p>\n\n\n\n<p>4) Gece, g\u00fcnd\u00fcz a\u00e7\u0131k arazide toz, \u00e7amur i\u00e7erisinde y\u0131llar boyu g\u00f6rev yaparak y\u0131pranan personelimizin sa\u011fl\u0131k sigortas\u0131 g\u00fcvencesi ile tedavi masraflar\u0131 kar\u015f\u0131nda korunmalar\u0131n\u0131n sa\u011flanmas\u0131,<\/p>\n\n\n\n<p>5) Y\u00fcksek gerilim alt\u0131nda \u00e7al\u0131\u015fan personelimizin hak etti\u011fi y\u00fcksek gerilim tazminat\u0131n\u0131n, benzeri \u00e7al\u0131\u015fmalar\u0131 yapan ve g\u00fcnde yakla\u015f\u0131k 400 TL\u2019yi bulan di\u011fer kurumlardaki hakedi\u015f bedellerine e\u015fitlenmesi,<\/p>\n\n\n\n<p>6) Hat Bak\u0131m Onar\u0131m Memuru personelimizin teknik hizmetler s\u0131n\u0131f\u0131na dahil edilmesi. B\u00f6ylece a\u00e7\u0131k arazi tazminat\u0131 almalar\u0131n\u0131n sa\u011flanmas\u0131, ayn\u0131 riske maruz kalan ancak farkl\u0131 \u00f6demeler alan personelimizin a\u00e7\u0131k arazi tazminatlar\u0131ndaki makas\u0131n ortadan kald\u0131r\u0131lmas\u0131,<\/p>\n\n\n\n<p>7) Ta\u015frada \u00e7al\u0131\u015fan aktif personelimizin 20 g\u00fcnl\u00fck kotay\u0131 1 ay i\u00e7erisinde doldurdu\u011fu,  3 ayl\u0131k d\u00f6nem i\u00e7in toplamda 20 g\u00fcn olarak \u00f6denen A\u00e7\u0131k Arazi \u00d6demesindeki 20 g\u00fcn s\u0131n\u0131r\u0131n\u0131n kald\u0131r\u0131lmas\u0131,<\/p>\n\n\n\n<p>8) Fiili durumda turne g\u00f6revleri ve sorumluluklar\u0131 eksilmeden devam eden Demiryolu Bak\u0131m M\u00fcd\u00fcrlerimizin ayda 6 defa olarak s\u0131n\u0131rland\u0131r\u0131lm\u0131\u015f \u015fekilde \u00f6denen turne tazminat\u0131 kotas\u0131n\u0131n kald\u0131r\u0131lmas\u0131,<\/p>\n\n\n\n<p>9) Personelin s\u0131k\u00e7a ma\u011fdur oldu\u011fu lojman-nakil konular\u0131nda, \u00e7a\u011f\u0131m\u0131z\u0131n gere\u011fine uygun olarak merkezi\/elektronik sistemlerin \u015feffaf, hakkaniyetli \u015fekilde kullan\u0131lmas\u0131n\u0131n sa\u011flanmas\u0131, puanlama usul\u00fcn\u00fcn esas al\u0131nmas\u0131, hizmet evi modelinin de\u011ferlendirilmesi,<\/p>\n\n\n\n<p>10) %70 seviyelerine yakla\u015fan vekalet, tedviren g\u00f6revlendirme durumunun azalmas\u0131 i\u00e7in g\u00f6revde y\u00fckselme s\u0131navlar\u0131n\u0131n takvime ba\u011flanmas\u0131 ve haz\u0131rlanacak takvimin personele ilanen tebli\u011f edilmesi,<\/p>\n\n\n\n<p>11) Bak\u0131m g\u00f6revleri d\u0131\u015f\u0131nda ve uza\u011f\u0131nda \u00e7e\u015fitli g\u00f6revler (seferberlik, arazi tecav\u00fcz\u00fcne ili\u015fkin i\u015flemler, muhasebe i\u015flemleri, afet i\u015fleri, mahkeme temsilcili\u011fi vb..)  y\u00fcklenen demiryolu Bak\u0131m M\u00fcd\u00fcrl\u00fckleri ve ba\u011fl\u0131 i\u015fyerlerinde bu g\u00f6revlerin daha uygun di\u011fer servis m\u00fcd\u00fcrl\u00fckleri taraf\u0131ndan y\u00fcr\u00fct\u00fclmesinin sa\u011flanmas\u0131, b\u00f6ylece bak\u0131m birimlerinin bak\u0131m konusunda uzmanla\u015fmalar\u0131n\u0131n hedeflenmesi,<\/p>\n\n\n\n<p>12) 3091  arazi tecav\u00fczleri Emlak M\u00fcd\u00fcrl\u00fc\u011f\u00fc taraf\u0131ndan yap\u0131lmal\u0131, bak\u0131m taraf\u0131n\u0131n ihbar y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fc olmamal\u0131.
